In the 1896 edition of the International Cloud Atlas, clouds were assigned numerical orders. The cumulonimbus cloud was assigned the number 9. It is the highest reaching cloud and rises up to 10km or 6.2 miles into the sky. Thus, being on top of it would mean that you are in a sense “on top of the world.” Source: theidioms.com
Another source says it is a US expression originated in the 1950's
by the weather service about a fluffy cumulonimbus type cloud that is so attractive.
On Cloud 9: a state of perfect happiness.
But underneath, where the storm clouds are.
Clouded Judgement: to cause someone to be unable to think clearly.
Head in the Clouds: to be absentminded or impractical. Unaware of what's going on.
